Segregation is the problem

One of the big problems, which societies still struggle with, is integration of culturally different minorities. Integrating immigrants is important, because otherwise places will start to appear in the country, where the people do not feel like they are a part of the country in which they are physically located. That leads to unrest and in extreme cases to declaration of independence. There are many countries in the world, which have some sort of a minority, which is considered to be causing trouble. This is often connected with high criminality, rejection of the government authority and poverty.

There are different opinions on why problems with a minority group persists. Some people see the problem being purely in those people themselves, others see systematic racism everywhere. As usual, you get closer to the truth by looking somewhere in the middle. It is undeniably hard to make something out of yourself, when your family do not have the means to support you and your people have a poor reputation, which causes the native majority to rarely give you the benefit of a doubt. On the other hand you can find people from the minority, who exploit the systems meant to help them and bully their brethren, who try to integrate instead of sticking with their supposed own kind.
Usually the effort to solve the problem of minority not integrating well with the majority lies in special programs for minorities only, which are supposed to ensure good education just for them, whole apartment blocks just for them, jobs just fo them… but these kind of efforts support their segregation from the majority populace.

And it is the segregation what is the main reason why a minority persists being a problem. When all the minority kids are separated into a special class room, then the other kids can not grow up with them and thus learn that they are normal kids just like them. Similarly, the minority kids do not have the opportunity to absorb the culture of their new home country by hanging out with the other kids. The family itself, when it lives in a separate district, has a hard time feeding itself, because around them are only other minority families, who came to the country with very little, so there is poverty, high crime and not enough jobs.
Pooling up the people, who have trouble integrating, to one place only makes the problem worse. What is needed is the exact opposite. Separate them. One or two minority families per street, one or two kids per class etc. It is not easy to do, people fear what they do not know, everyone involved will not like it. There will be bullying, there will be misunderstandings and the law must be blindly enforced against anyone who breaks it, no matter their origin. People like to stick with those who understand them, with those of their own culture, but if they are to ever integrate and become part of their host nation, this must not be allowed. They decided to move to Rome, now they must do as the Romans do.
